We analyzed 4,845 2026 ACA Marketplace plans across 38 states to find the lowest monthly premium, the number of plans, and the number of insurers in each. The lowest-cost plans start at $185/mo in New York and $740/mo in Wyoming for a 40-year-old before any subsidy.

- Across the 38 states analyzed, 4,845 ACA Marketplace health insurance plans are offered by 152 insurance companies for 2026.
- The average lowest-cost Silver plan premium for a 40-year-old is $587 per month before subsidies.
- Michigan has the lowest starting Silver premium at $385 per month, while Vermont has the highest at $1,289 — a 235% spread between states.
- Texas offers the most plan choices, with 834 Marketplace plans from 15 insurers.

Methodology
Figures cover on-exchange individual medical plans for the 2026 plan year in the 38 states PlanVoyager has Marketplace data for, deduplicated to one entry per base plan. The “from” price is the lowest premium available to a 40-year-old across each plan’s rating areas, before any premium tax credit. “Silver from” is the same figure restricted to Silver plans, and “Median Silver” is the median of per-plan lowest Silver premiums in the state. Source: CMS Marketplace plan and rate data. Most enrollees pay far less after subsidies.
